Each pocket is sampled uniformly from thirteen choices using uint32 rejection. Random values in the incomplete top range are discarded and replaced, so the pocket probabilities are equal. Virtual Wallet and Restoration

A new local wallet starts with 1000 virtual coins. Stakes are 10, 20, 50 or 100, initially 20. One round deducts one captured stake. Settings and restoration lock during the two reveals.
